Animal Health - Sores on pads of feet

Our 15 year old dog has recently developed sores on his front paw. He licks it all the time and can barely put any weight on his paw. We have tried putting neosporin on the sore & bandaging it, but he chews at the bandage, consequently it falls off in a day or two. What is causing the sores & can we do anything to prevent them.
