I have a male pit bull, black and white, 2 years old. His skin looks irritated, small white spots, but not mange are visible under skin, e doesn't scratch on them but in a few days they looks like white scabs that are dry and have a scarred look on them. Has anyone had this type of problem?

I guess if it looks like white crust or dandruff like, may be ur dog got dermatophytosis or fungal infection. The treatment are bathing ur dog with antifungal shampoo may be malaseb shampoo or sebolyse shampoo once a week until it disappear. Some kind of ointment for fungal infection that may help i.e: Ketoconazole or Itraconazole or fluconazole. Oral treatment seems unnecessary because it has liver toxic for side effect.
